The U.S. military has the capability to discriminately change weather patterns. The technology was created in the 1990s under the High-frequency Active Auroral Research Program (HAARP).
HAARP was formally shut down in 2014. Located near Gakona, Alaska, the scientific facility was used for studying the ionosphere using an array of 180 radio antennas scattered over an area of 0.13 square kilometers.
There’s no documented proof of its military use against adversaries of America, but a 1996 CBC TV documentary showed the effects of environmental modification techniques.
The report stated that the HAARP facility in Alaska under the protection of the U.S. Air Force was capable of causing typhoons, earthquakes, floods and droughts. (Related: Government-approved weather manipulation led to 1952 Lynmouth flash floods).
Directed energy is a strong technology and it could be employed to warm up the ionosphere to transform weather into an instrument of warfare.
A 1996 U.S. Air Force document, which evaluates weather modification techniques for military use, stated that “appropriate application of weather modification can provide battlespace dominance to a degree never before imagined. In the future, such operations will enhance air and space superiority and provide new options for battlespace shaping and battlespace awareness there, waiting for us to pull it all together.”
It added that weather modification “offers the war fighter a wide range of possible options to defeat or coerce an adversary” and the “capabilities that extend to the triggering of floods, hurricanes, droughts and earthquakes.”
The Air Force report went on to say that weather modification could become a part of domestic and international security and could have offensive and defensive applications. The report also stated that the ability to create precipitation, fog and storms; alter space weather; and create artificial weather are part of an integrated set of military technologies.
A July 2013 news report from MSN said that the Central Intelligence Agency (CIA) was aiding a National Academy of Sciences (NAS) project on geoengineering and climate manipulation.
The report not only recognized these technologies, but it also confirmed that U.S. intelligence has been regularly linked in tackling the subject of climate manipulation.
According to the NAS website, the goal of the CIA-supported study is to carry out a “technical evaluation of a limited number of proposed geoengineering techniques” and “scientists will attempt to determine which geoengineering techniques are feasible and try to evaluate the impacts and risks of each, including national security concerns.”
NAS Executive Director William Kearney stated that the CIA is helping fund the research because the NAS plans to assess “the national security concerns [that could be] related to geoengineering technologies being deployed somewhere in the world.”
Christopher White, the CIA office of public affairs spokesman, told MSN that “on a subject like climate change, the agency works with scientists to better understand the phenomenon and its implications on national security.”
Alan Robock, a senior American climate scientist, shared that the U.S. intelligence services previously asked him about the possibility of weaponizing the weather.
Robock said two men who claim to be from the CIA had called him to ask if experts would be able to tell if unfriendly forces had started manipulating America’s weather. He, however, suspected the purpose of the call was to find out if American forces could interfere with other nations’ climates.
